  • Drug Abatement Division/Compliance and Enforcement Branch Inspectors (DAI) +

    NATCA represents the inspectors who operate out of seven FAA regional offices, Miami, the Mike Monroney Aeronautical Center, and FAA Headquarters who report directly to the Office of Aerospace Medicine. These members ensure that air carriers operating within the U.S. are in compliance with FAA/Department of Transportation Drug and Alcohol Testing regulations and policies. 
  • Financial Management (AFN) +

    NATCA represents the employees included in the AFN bargaining unit in FAA offices nationwide. This includes Finance (ABA), Acquisitions (ACQ), Information Technology (AIT), and Regional Operations (ARO) throughout the Agency. Members in these lines of business provide shared services to all employees across the Agency and to the public. Professions represented include real estate, acquisition, materiel/material, property, building services, accounting, payroll, finance, budget, and computer specialists. They provide materiel/material purchasing and inventory control, asset management and accountability, land and associated fixtures purchasing, budget planning, payroll for all employees, accounts receivable and payable, network planning, programming, and computer support.
  • Regional Counsel’s Office/Legal Division (AGC) +

    NATCA represents the employees in eight different regions in the FAA Legal Division. The members in this bargaining unit are attorneys, para-professionals, and other administrative staff assigned to the Legal Division who provide expertise on legal issues, procedures and interpretations, and their implications to both the FAA and NATCA members.
  • AIR Aircraft Certification Employees +

    This group is composed of aerospace engineers, senior engineers, program managers, flight test pilots, aircraft certification assistants, and various administrative and technical support personnel. These bargaining unit employees approve new designs and modifications of aircraft, engines, propellers, and related components and accessories.
  • Aircraft Certification Specialists (AIR-110) +

    This group also develops, coordinates, and assesses national policy and procedures related to certification, certification delegation, and continued airworthiness issues as they relate to aircraft design, manufacture, modification, and maintenance. 
  • Automation Support Specialists (AOS) +

    NATCA represents Automation Support Specialists in en route centers and terminal field facilities nationwide. Computer specialists, computer scientists, electronic engineers, and air traffic control specialists make up this group. Their primary function is to provide operational computer software support and maintenance for en route centers and terminal environments.
  • ARC Regions & Centers +

    NATCA represents 281 employees in eight different regions in the FAA Regional Logistics, Finance and Information Services Divisions. The members in this bargaining unit provide many different services that everyone in the agency needs at one time or another. NATCA won the election with 78 percent of the vote, and the Federal Labor Relations Authority issued certification on April 26, 2000. Logistics Division is a support division reporting directly to the regional administrator. Acquisition Management is responsible for assisting other divisions in complete acquisition services, from small purchases, supplies, and service to major contracting of equipment, services and construction. Under the Acquisition Management System (AMS) the contracting officer is to obtain high quality products, services and construction in a timely, cost-effective manner, at prices that are fair and reasonable. The contracting officer works primarily, but not exclusively with ATO offices in planning and preparing small or major projects, competing and finally awarding to a contractor. Acquisition Management initiates and develops acquisition training programs and materials for the regional and field offices. Programs residing in Acquisition include: TSSC Work Orders, Reimbursable Agreements, Procurement Request Information System (PRISM), Major Procurement Program Goals Report (MPPGR), Small Business Program, etc. The Real Estate division is responsible for acquiring, managing and disposing of land and space for FAA facilities and organizations. Employees research cost effective options and evaluate whether to acquire by lease, purchase, or condemnation from private or public sources. The Real Estate contracting officers obtain current data by market survey or appraisal, conduct negotiations and finalize terms and conditions. They administer and enforce lease contracts, space management including layout design and alterations, and contract with utility suppliers for services required. Excess real property is processed by termination of lease contract, cancellation of utility contract, or disposal of government owned land. The Real Estate division is also responsible for appraisals, building management, rent-free space at airports, real property reporting, and space management, and utility contracts. Material Management employees work with FAA employees to ensure the property they are using is properly identified, recorded, and accounted for in AITS. They conduct inventories, write Report of Surveys and responses for the Survey Board, balance monthly, quarterly, and annually all agency amounts in regards to the “books,” and provide training for all agency management/personnel for property accountability/disposal/etc. Specialists track the entire life cycle of the FAA's personal property and assets, consisting of administrative claim items for the National Airspace System equipment and systems and process purchased assets in Mass Additions. They capitalize real property assets involved in accounting and are responsible for all data input, maintaining automated database programs, and arranging physical inventories to validate assets. Other services include project material management/close out and capitalization, excess and disposal/utilization and screening/donating government property, property surveys/loss of government property, logistics inventory system cataloging (i.e. names, addresses, monthly/annual reports, and ordering), motor vehicle management, physical inventories of all FAA offices, and reimbursables and memoranda of agreements. Administrative Services or Building Services Branches perform the following functions: building access cards, space and office reconfiguration, regional motor vehicle management, parking decals, liaison with the owners of the building for property maintenance, and management of the Regional Office, warehouse operations, emergency evacuation plans, mail service, distribution of forms and orders/regulations, print shop, supply room, all division purchases, CCTV building signage, internal key control and badges, employee and tort claims, security control point, copier maintenance, personal property inventory, and pick and sale of excess property. Building Services is responsible for maintenance of the regional office buildings, copy centers, supply rooms, space planning and furniture relocations, distribution of forms and orders/regulations, and mail services. Why did ARC choose to organize? When the engineers organized before us, I saw that they had more "voice at the table" about things that mattered to them. So when we started talking about organizing within ARC, we had their example in front of us. Then we got slammed into Core Comp in Alaska, and that was really the final push for us. Why did this unit choose NATCA? NATCA was one of the few unions that focused solely on FAA employees in the regions. NATCA has always been very professional and successful in representing the controllers and the engineers, so they were the best choice for us. The current Multi-unit "Blue Book" contract confirms that NATCA was the right choice for us.
  • Airports Division (ARP) +

    NATCA represents Airports Division employees in Airports District Offices (ADO) nationwide. Employees are responsible for the distribution of all airport improvement funds, coordination of airport design, oversight of land purchases, and annual safety inspections.
  • Air Traffic Controllers (ATC) +

    NATCA represents the U.S. FAA air traffic controller workforce of dedicated and well-trained men and women. Air traffic control specialists (ATCS) work in airport control towers, terminal radar approach control facilities, and in air route traffic control centers. These employees coordinate the safe, orderly, and expeditious movement of over 140 million operations and nearly one billion aviation passengers within the National Airspace System (NAS) each year.   • E & A Engineers and Architects +

    NATCA represents more than 1,260 engineers and architects who design new ATC facilities, construct or remodel new or existing ATC facilities, and replace aging equipment. They evaluate systems and provide technical support to fix problems with NAS equipment. In addition, they analyze radar and communications coverage, correct deficiencies in existing systems, propose changes and upgrades, and present those changes to the agency to secure funding and support. They determine whether facilities will be replaced or upgraded, develop plans for improvements, and implement upgrades and construction, installation projects, and much more. Employees in this unit are assigned to both Technical Operations (Tech Ops) Engineering Services and the Service Centers (Mission Support) and are located in all nine FAA regional offices, three service centers, and many Tech Ops District Offices. Also part of this E&A unit are 200 engineers in Oklahoma City and Atlantic City in the Flight Inspection Services and Operations Support organizations. Flight Inspection Services provides airborne flight inspection of Navigational Aids and procedures. Operations Support provides field support, maintains the configuration management of systems, and performs modifications of equipment.

  • FPT Flight Procedures Team +

    NATCA represents approximately 40 employees who manage and facilitate the FAA's Instrument Flight Procedures Program in accordance with National Policy directives. A primary function of the FPT is to design, coordinate, and integrate instrument flight procedures into the NAS. FPT specialists must have a working knowledge of the responsibilities of national/regional organizations (i.e. WAAS, NextGen, PBN offices, etc.) and other FAA Lines of Business involved in the coordination of Instrument Flight Procedures.
  • FSS Flight Service Specialists +

    NATCA represents approximately 100 flight service specialists in Alaska's three Automated Flight Service Station locations: Fairbanks, Juneau, and Kenai. These specialists, unlike air traffic controllers, are not responsible for giving clearances or providing separation to pilots. Instead, they provide pre-flight briefings and weather conditions, manage flight plans, offer traffic advisories, relay instructions from air traffic control, and provide emergency assistance.

The members in this bargaining unit are responsible for operational compliance with policies and procedures, and communicate this data to pilots on any issue that impacts safety of flight.

    NATCA represents more than 600 staff specialists (who are air traffic controllers) located in Service Centers, En route centers, TRACONs, and airport control towers. Staff specialists support the daily operation of the air traffic system through a variety of functions. A primary responsibility is to initiate procedural and traffic management changes to enhance the air traffic controller's ability to move aircraft through the system.
